We do not find Joe's to be particularly good, but we return because it is is local and convenient. The last time we were there, they were out of Calamari at lunchtime, they forgot the bread (a highlight of the restaurant), and the restaurant was noisy and the wait staff appeared to be disorganized. The preferred meal is dinner.
